President CODE PAKISTAN at RSIL

August 11, 2016: President CODE PAKISTAN Dilawar Khan gave a talk on \”Domestic Legal Response to Refugees\” at the Research Society of International Law (RSIL). The talk was part of RSIL’s International Law Certification Course (ILCC). Bringing to bear his expertise on international refugee law and Pakistan\’s policies toward Afghan refugees, Mr. Khan enlightened the students on Pakistan\’s existing legal responses to refugees and the possible legal responses that Pakistan could adopt. He particularly called for adoption of national refugee legislation. Mr. Khan maintained that the adoption of a National Refugee Law will help Pakistan implement multi-year solutions strategy for Afghan refugees. He argued that the national legislation will have a complementing effect on the solutions strategy.   He pointed out that in the absence of refugee law, Afghan caseload is dealt with ad-hoc administrative arrangements with limited features of protection. Mr. Khan asserted that the formal structure would decrease the burden on Law Enforcement Agencies (LEA’s) and would help bridge the gap in country’s Foreigners\’ Act, and civil and criminal laws. 

RSIL\’s ILCC is aimed at providing mainly graduate students a comprehensive introduction to international law and research methodology. The faculty includes RSIL\’s own Research Fellows and Associates, as well as renowned guest speakers from the legal profession, academia and other fields. The primary aim of the Course is to prepare participants for an advanced learning and understanding of international legal issues and, for some, a career in research.
